SOCIAL AND ECONOMIC SITUATION IN ELEVEN MONTHS OF 2015

According to preliminary report, this years winter-rice productivity in Northern provinces was estimated at 5020 kg/ha, a slight increase compared to the same crop last year; the output of winter-rice was estimated at 5.9 million tons, down 52.8 thousand tons, mainly because the cultivated area reduced by 14.8 thousand hectares from 2014’s same crop.

As of mid-November, provinces in Mekong Delta sowed 351 thousand hectares of winter-spring rice, equaling 178% from the same period last year and equaling 22.5% compared to the sowed area of the last winter-spring crop.

As of 15 November, provinces in the North cultivated 127.7 thousand hectares of maize, equaling 95.9% from the last year’s similar period; 31.7 thousand hectares of sweet potato, equaling 93%; 5.8 thousand hectares of peanut, equaling 92.1%; 28 thousand hectares of soya, equaling 78.9%; 153.1 thousand hectares of vegetables, equaling 100.1%.

According to results of the animal husbandry survey, till 01 October 2015, the country’s flock of buffaloes had 2.6 millions heads, up 0.6% from the same period in 2014; flock of oxen had 5.4 million heads, up 2%. Dairy herd had 275.3 thousand heads, up 21%. The country’s flock of pigs had 28.2 million heads, up 3.7% compared to the same period last year. The flock of fowls had 342.2 million heads, up 4.3%, of which the flock of chicken had 259.2 million heads, up 5.4%.

b. Forestry

Generally, in eleven months of this year, the concentrated planted forest area over the country reached 220 thousand hectares, up 2.2% from the same period last year; the number of separate planted trees achieved 151 million trees, up 0.5%; wood production gained 7.4 million m3, a rise of 11.1%; firewood production gained 26.5 million ste, an increase of 0.2%.

In general, in eleven months, the damaged forest area was 1862 hectares, a decrease of 51% against the same period in 2014, of which the fired area was 1074 hectares, fell by 65.4%; the destroyed area was 788 hectares, grew by 13.9%.

c. Fishery


Generally, in eleven months of this year, the total estimated fishing production reached 5890 thousand tons, rose 3.1% over the similar period last year, of which production of aquaculture achieved 3156.5 thousand tons, increased by 2.1%; production of fishing caught gained 2733.5 thousand tons, by 7%.

2. Industry


Generally, in eleven months, Industrial Production Index (IPI) rose 9.7% from the same period last year (it grew by 7.5% in 2014’s similar period). Of industries, the mining and quarrying increased by 8.1%, contributed 2.1 percentage points to the general growth; the manufacturing went up by 10.1%, contributed 6.8 percentage points; the power generation and supply raised by 11.5%, contributed 0.7 percentage point; the water supply and sewage treatment rose 7.5%, contributed 0.1 percentage points.

Generally, in ten months, consumption index grew by 12.8% over the same period in 2014. Stock index for the entire manufacturing industry as of 01 November 2015 rose 9.7% over the same period last year. Stock rate for the entire manufacturing industry on average in ten months of 2015 was 72.9%.

The number of laborers working in industrial enterprises as of 01 November 2015 rose 6.3% over the identical period last year, of which the State sector increased by 0.1%; the non-State sector by 5%, and the FDI sector by 9.3%. As of above time, the number of laborers working in the mining and quarrying fell by 0.3% from the previous year’s similar period; in the manufacturing grew by 7.4%; in the power generation and supply reduced by 0.1%; in the water supply and sewage treatment raised by 4.4%.

3. Operation of enterprises [1]

Generally, in eleven months of this year, the country had 86853 enterprises registered for new establishment with a total registered capital of 538.7 trillion dongs, an increase of 28.1% in the number of businesses and an increase of 37.7% in the registered capital over the equivalent period in 2014. Besides, there were 742.2 trillion dongs of additionally registered capital of enterprises changed to raise the capital in the past eleven months. Thus, the total of both newly and additionally registered capital in eleven months of 2015 was 1280.9 trillion dongs. The expected number of laborers generated jobs in the newly established enterprises in eleven months was 1318.4 thousand persons, grew by 32.9% from the same period in 2014.

The number of suspended enterprises re-operated in eleven months of this year was 18646 ones, a rise of 31.2% compared to last year’s identical period.

The number of enterprises which finished the procedure for dissolving, terminating business activities in eleven months was 8468 ones, decreased by 2.2% from the same period last year, of which most of them are small-scale businesses with a registered capital of less than 10 billion dongs. By types of enterprise, of the total number of enterprises which finished the procedure for dissolving, terminating operations, there were 3094 one-member limited companies (accounting for 36.5%); 2358 two-member limited companies (accounting for 27.9%); 1765 private businesses (accounting for 20.8%) and 1251 joint-stock companies (representing 14.8%).

The number of enterprises having difficulty forced to temporarily cease operations in eleven months was 62713 ones, an increase of 21.4% over the identical period last year, of which 14843 enterprises registered for time-limited temporary cessation of operations and 47870 enterprises suspended businesses waiting for closing the enterprise code or without registration. Of total enterprises having difficulty forced to temporarily cease operations, there were 21899 one-member limited companies (accounting for 34.9%); 20223 two-member limited companies (accounting for 32.3%); 12156 joint-stock companies (taking 19.4%) and 8433 private businesses (representing 13.4%) and 2 partnerships.

4. Investment


Generally, in eleven months, realized investment capital from the State budget reached 194.1 trillion dongs, equaled 92.2% of the yearly plan and increased by 4% from 2014’s same period. Of which the capital under central management gained 38.7 trillion dongs, equaled 95% of the annual plan and grew by 1.6% from the same period last year; the capital under local management achieved 155.4 trillion dongs, equaled 91.6% of the yearly plan and went up by 4.6% over the similar period in 2014.  Of which the capital from the State budget at provincial level gained 106.5 trillion dongs, equaled 87% and rose 4.8%; at district level: 39.8 trillion dongs, equaled 99.5% and rose 5.7%; at commune level: 9.1 trillion dongs, equaled 123.8% and fell by 1.8% respectively.

From the beginning of the year to 20 November 2015, FDI attracted 1855 newly licensed projects with the registered capital of US$13.55 billion, an increase of 30% in the number of projects and a rise of 1.1% in the capital from the similar period in 2014. At the same time, 692 times of license-granted projects from the previous years registered to raise the capital with additional capital of US$6.67 billion. Thus, the total registered capital of both newly and additionally financed projects reached US$20.22 billion, grew by 16.7% against the last year’s same period. Realized FDI capital in eleven months of this year was estimated to gain US$13.20 billion, rose 17.9% from 2014’s similar period.

In eleven months, the manufacturing industry attracted the largest number of FDI projects with the registered capital of US$12.93 billion, accounting for 64% of the total registered capital; the electricity, gas, warm water, steam and air conditioning generation and supply reached US$2.78 billion, accounting for 13.7%; the real estate business attracted US$2.33 billion, accounting for 11.5%; other industries received US$2.18 billion, representing 10.8%.

The country had 47 provinces and cities directly under the central management which received newly licensed FDI projects from 56 nations and territories in eleven months.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to 15 November 2015 achieved 807 trillion dongs, equaled 88.6% of the annual estimate, of which domestic revenues reached 598.4 trillion dongs, equaled 93.7%; collecting from crude oil achieved 58.4 trillion dongs, equaled 62.8%; from export-import balance: 145.9 trillion dongs, equaled 83.3%. Of home revenues, some revenues exceeded the yearly estimate such as 21.1 trillion dongs collected from environment protection tax, equaling 163.1% of the annual estimate; 49.2 trillion dongs from land use fee, equaling 126.1%; 18.8 trillion dongs from

license tax, equaling 121.9%. Some revenues reached a good level including 49.6 trillion dongs from individual income tax, equaling 96.7%; 110.9 trillion dongs from non-state industrial, commercial and non-state service taxes, equaling 92.8%. Only collecting from FDI enterprises (excluding crude oil) gained 118 trillion dongs, equaling 82.9% of the yearly estimate; collecting from State enterprises attained 185.6 trillion dongs, equaling 84%.

Total government expenditures from the beginning of the year to 15 November 2015 reached an estimate of 961.9 trillion dongs, equaled 83.9% of the yearly estimate. Of which, expenditure on development investment achieved 143.9 trillion dongs, equaled 73.8% (spending on capital construction alone reached 139.5 trillion dongs, equaled 73.2%); expenditure on economic and social development, national defense and security, general public administration was estimated to gain 676.7 trillion dongs, equaled 88.2%; paying debts and aids attained 132.9 trillion dongs, equaled 88.6%.

6. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services


Generally, in eleven months, total retail sales of consumer goods and services was estimated to reach 2946.1 trillion dongs, increased by 9.4% from the same period last year (if the price factor were excluded, the growth rate would be 8.3%).

By kinds of economic activity, estimated retail sales of goods in eleven months reached 2245.5 trillion dongs, accounted for 76.2% of the total and rose 10.7% against the last year’s similar period. Sales of accommodation and catering services gained 337.8 trillion dongs, took 11.5% of the total and grew by 4.6% against the same period last year; travelling achieved 27.8 trillion dongs, represented 0.9% and went up by 4.1%; other services attained 335.1 trillion dongs, accounted for 11.4% and raised by 6.9% over last year’s similar period.

b. Exports - Imports


Generally, in eleven months, export turnovers was estimated to reach US$148.7 billion, increased by 8.3% from the same period last year, of which the domestic economic sector achieved US$43.6 billion, decreased by 2.6%; the FDI sector (including crude oil) gained US$105.1 billion, grew by 13.5%.

About the export market in eleven months, the United States was the biggest export market of Vietnam with export turnover of US$30.6 billion, a rise of 17.6% compared to 2014’s same period. Followings were EU with US$28.1 billion, a rise of 10.2%; ASEAN with US$17 billion, a decrease of 4%; China with US$15.6 billion, an increase of 14.3%; Japan with US$12.8 billion, a drop of 4.5%; South Korea with US$8.4 billion, a rise of 28.8%.

Generally, in eleven months of this year, import turnovers reached an estimate of US$152.5 billion, up 13.7% over the last year’s similar period, of which the domestic economic sector gained US$62.3 billion, 8% increase; the FDI sector achieved US$90.2 billion, a rise of 18.1%.

Regarding the import market in eleven months, China was still Vietnam’s largest import market with estimated import turnover of US$45.1 billion, a rise of 14% compared to the identical period last year. The next were South Korea with US$25.6 billion, up 29.3%; ASEAN with US$21.8 billion, up 4.5%; Japan with US$13.3 billion, up 14.9%; EU with US$10 billion, up 24.2%; the United States with US$7.3 billion, up 28.5%.

In eleven months, estimated trade deficit was US$3.8 billion, equaling 2.5% of export turnovers[2], of which the domestic economic sector had a trade deficit of US$18.8 billion; the FDI sector had a trade surplus of US$15 billion. Only trade deficit with China in nine months was US$24.3 billion, sharply increased by 21.3% from the similar period in 2014. With a decrease in prices of crude oil and some agricultural commodities, 2015’s export turnovers could not achieve the proposed plan (up 10%), but the rate of trade deficit was estimated to reach the plan at less than 5% compared to export turnovers.

c. Consumer price indexes (CPI), gold and US dollar price indexes

Consumer price indexes (CPI) in November 2015 grew by 0.07% over the previous month.

CPI in November 2015 increased by 0.58% from December 2014 and rose 0.34% from the same period in 2014. Average CPI in eleven months of this year grew by 0.64% compared to that in the identical period last year.

Gold price index in November 2015 went down by 0.61% from the previous month; dropped by 2.23% from December 2014; and fell by 2.28% against 2014’s last year. US dollar price index in November 2015 decreased by 0.31% from the previous month; jumped up by 4.61% from December 2014 and rose 4.98% compared to 2014’s similar period.

Core inflation in November 2015 increased by 0.05% compared to the previous month and rose 1.72% over the same period last year. Average core inflation in eleven months of 2015 grew by 2.08% from 2014’s similar period.

d. Carriage of passengers and cargos

Passenger carriage in eleven months was estimated to reach 2990.6 million passengers, raised by 7.5% and 131 billion passengers-kilometers, by 7.8% from the same period in 2014. Of which central transport reached 31.3 million passengers, increased by 3.7% and 32.7 billion passengers-kilometers, by 4.5%; local transport gained 2959.2 million passengers, grew by 7.5% and 98.4 billion passengers-kilometers, by 9%. In eleven months of this year, estimated passengers carried by road achieved 2822.1 million passengers, a rise of 7.7% and 96.2 billion passengers-kilometers, a rise of 8.3% from the same period last year; by air: 18.9 million passengers, an increase of 7.3% and 28.4 billion passengers-kilometers, an increase of 6.8%; by rail: 10.4 million passengers, a decrease of 3.6% and 3.9 billion passengers-kilometers, a rise of 5.5%; by sea: 5 million passengers, 5.5% increase and 244.6 million passengers-kilometers, 4.8% growth.

Cargo carriage in eleven months reached an estimate of 1031.9 million tons, rose 5.9% and 206.1 billion tons-kilometers, rose 2.9% from the last year’ same period. Of which the domestic transport gained 1002.7 million tons, increased by 6% and 91.9 billion tons-kilometers, by 7.6%; overseas transport reached 29.2 million tons, grew by 4.3% and 114.2 billion tons-kilometers, dropped by 0.6%. Cargo transport by road was estimated to obtain 794.9 million tons, up 6.5% and 45.1 billion tons-kilometers, up 6.8%; by river: 177.2 million tons, up 4.3% and 36.1 billion tons-kilometers, up 4.8%; by sea: 53.3 million tons, up 3.9% and 120.6 billion tons-kilometers, up 1.1%; by rail: 6.3 million tons, a decline of 7.2% and 3.8 billion tons-kilometers, 2.6% decrease.

e. International visitors to Vietnam

Generally, in eleven months, estimated number of international visitors to Vietnam reached 7071.4 thousand arrivals, down 2% from the last year’ same period, of which visitors coming by airway gained 5694.1 thousand arrivals, a decrease of 0.1%; by road: 1332.7 thousand arrivals, a decline of 9.3%; by sea: 44.6 thousand arrivals, a decrease of 3.6%.

In eleven months of this year, visitors to Vietnam from Asia achieved 4951.5 thousand arrivals, fell by 2.6% against the similar period last year. Visitors from Europe gained an estimate of 1208.4 thousand arrivals, went down by 1.9% from the last year’s identical period. Visitors from America reached 581.2 thousand arrivals, rose 3.6% from the same period last year.

7. Social issues

a. Farmers’ food shortage


Generally, in eleven months of 2015, the country had 222.9 times of households suffering from food shortage, down 28.6% compared to the identical period last year, corresponding with 925.3 thousand times of persons suffering from food shortage, down 30.4%. To overcome the problem, from the beginning of the year, all administrative levels, sectors and localities provided difficult families with 19.4 thousand tons of grain food and 8.5 billion dongs. 190 tons of grain food was given only in November 2015.

b. Epidemic diseases and food poisoning

Generally, in eleven months of this year, the country had 48.7 thousand cases of hand, foot, mouth disease(06 died); 61.4 thousand cases of hemorrhagic fever at 55/63 provinces and cities directly under the Central management (41 died); 864 cases of virus encephalitis (24 died); 344 cases of typhoid; 120 cases of meningococcal disease (05 died). From the beginning of the year, there were no new cases of A (H5N1) flu and cholera recorded.

In the month, 1001 HIV-infected cases were found, total number of alive HIV-infected persons over the country as of 17 November 2015 was 230.6 thousand persons, of which 79.5 thousand cases turned to AIDS. The number of persons died of AIDS over the country as of above time was over 80.1 thousand persons.

From the beginning of the year, the country had 129 serious cases of food poisoning, making 3900 persons be poisoned, of which 18 cases died.

c. Traffic accidents


Generally, in eleven months, the country had 20628 cases of traffic accidents, including 9349 cases of traffic accidents and 11279 cases of traffic crashing, killing 7971 persons, injuring 5460 persons and injuring slightly 13423 others. In comparison with the same period last year, cases of the traffic accidents in eleven months of this year decreased by 11.3% (cases of traffic accidents less serious and more reduced by 3.5%; cases of traffic collision by 16.9%); the death fell by 3.6%; injured persons by 4%; slightly injured persons by 19.9%. On average each day in eleven months of 2015, the country had 62 cases of traffic accident, including 28 cases of traffic accidents and 34 cases of traffic crashing, killing 24 persons and injuring 16 persons and injuring somewhat 40 others.

d. Damage by natural calamity

Generally, in eleven months of this year, natural calamity made 152 persons died and lost, 199 persons injured; over 1000 houses collapsed, swept away and over 30.8 thousand houses flooded, blown off, unroofed; 56.8 thousand hectares of rice and 25.2 hectares of vegetables flooded and damaged. Total value of damage caused by the disaster from the beginning of the year was estimated about 5.3 trillion dongs.

e. Environment protection, fire and explosion

From the beginning of the year, there were about 10.1 thousand cases of violating regulations of environment protection over the country, of which 4.2 thousand cases were treated with total fine of 257.8 billion dongs.

Generally, in eleven months, the country had 2694 cases of fire and explosion, killing 86 persons and injuring 283 others, total value of damage was estimated 876 billion dongs.
